Stockholm city’s requirements

The Environmental Administration of the City of Stockholm has for some time been issuing injunctions to housing cooperatives (bostadsrättsföreningar) to reduce their energy consumption. If the injunction is not followed, the cooperative risks being fined. As a basis for its injunctions, the Environmental Administration refers to both the Planning and Building Act and a precedent from the Land and Environment Court of Appeal. Before an injunction is issued, the Environmental Administration conducts an inspection visit to the property owner to assess the potential for reducing energy use.

Property owners with an energy rating lower than class E are required to hire an energy consultant to conduct a professional energy investigation, and to present a package of measures along with a financial plan and a timeline for implementing the proposed measures.
